«Far Eastern hectare»: new opportunities for life and business in the Far East» — The theme of the 113-th meeting of the Business-Club «Dialogues» for owners and managers of business enterprises of Far Eastern Federal district and Pacific rim countries, which was held on October 27, 2016. 

Inessa A. BABICH, Chairman of the Board of the Business-Club «Dialogues» for the beginning of the discussion identified the following range of issues: 

What is the «Far Eastern hectare», to whom and why is it needed?

How many hectares may be granted in property of citizens in the Far East?

For their discussion, the participants first read the information and videos that were provided by the Agency for the development of human capital in the Far East, and then between the members of the Business-Club and invited interested experts held a lively discussion.

The result of the dialogue was reached the following understanding:

«Far Eastern hectare» is a social initiative of the Government of the Russian Federation, aimed at securing permanent population and the attraction of the Far East new residents;

More than 145 million hectares of land in the Far East can be provided to citizens, including conducting business;

Currently, the right to receive Far Eastern hectare only for residents of the Far East, and from 1 February 2017, all citizens will be able to apply for «Far Eastern hectare».

Currently received more than 7,000 applications, 339 plots at the stage of conclusion of the contract, the 242 station already commissioned. Thus, according to Eugene A. RUSETSKY, Head of the Federal service for state registration, and cartography in the Primorsky territory, the law on «Far East hectare» now, aroused great interest among the population.

However, AVDEEV A. Yury, Director of Asia-Pacific Institute of migration processes, shared his opinion about the execution of the project, which is not unique, in the history there are several similar cases, and therefore, the results and mechanisms of their realization, at least, require study and use during the implementation of the law. In addition, there are many additional issues that are not voiced and are not discussed. Namely, it is sufficient if only one hectare, what is the quality of the plots allocated for the project? Yury Alekseevich believes that the law itself is about far hectare requires deep study.

Representatives of Federal registration service told the participants of the meeting about the scheme of submission of documents, stages of granting plots of land, the qualifications provided by law, the forms of support to citizens who have expressed desire to take the Far Eastern hectare.

Also to the members of the Business-Club and guests of the meeting made a presentation and answered questions from the representative of the Federal Agency for state property management. Recall that the Agency is competent authority for implementation of the law on Far East hectare.

According to Inessa A. BABICH, the relevance of the chosen topic proved the interest of the guests of the meeting and many questions.
