July 24-th (Thursday) took 90-th Meeting of Business-Club «Dialogues» for owners and managers of business enterprises of Far Eastern Federal District and countries of Asian-Pacific region on the theme: «Development projects of the Far East: Present and Future.»

Federal target program «Economic and social development of the Far East and the Baikal Region until 2025» contemplates the realization of a large number of projects which will be concentrated in the areas of advanced development and implemented through public-private partnerships.

Far Eastern Federal District will be the first region to be created territory of advanced development (TAD), and after some time, the experience of the project in the Far East can be extended to the whole of Russian Federation.

The draft law «On Territories of advancing socio-economic development and other measures of the state support of the Far East» under the territory of advancing socio-economic development (TASED) means the territory of the Far East, which in accordance with the decision of the Government of the Russian Federation establishes a special legal regime of entrepreneurial and other activities.

The presidium of the 90-th meeting of the Business-Club «Dialogues» were:

1.) Yuri Privalov — Minister of Natural Resources of the Amursky territory.

2.) Maxim Gul’ko — Deputy Director of the Department to facilitate the implementation and monitoring of investment projects of the Ministry of the Russian Federation on the development of the Far East.

3.) Nina Polichka — Director of the Far Eastern Scientific Center  of local governance (Khabarovsk). Expert of the Public Chamber of the Russian Federation. Chairman of Advisory Board Business-Club «Dialogues».

«Projects of the Far East are directly dependent on the business-community. During the 90-th meeting of the Business Club «Dialogues» laid the foundation for the discussion, which will be further developed during the round table, held in association with the Ministry of the Russian Federation on the development of the Far East at the III International Economic Business-Congress which will be held at September 25-th 2014 in Vladivostok«.

Alexander Galushka, Russian Minister for Development of the Far East:

«We propose to start with the Far East, to work out all the practical activity of the model, the mechanisms of this bill, law enforcement practice to work and then after two or three years to make a decision about extending it to the entire territory of Russia«.

Yuri Privalov, Minister of Natural Resources of the Amur region:

«Business-Club» Dialogues» now able to study the program, discuss and propose a number of projects that may be included in the development of areas of advanced development. It’s difficult work. This is a serious project that could be the consolidation of several projects of individual enterprises. Business-Club today emerged as the lobby and ready to engage in constructive dialogue with the Ministry, lead a discussion with the regional administration. Primorsky Territory in the Russian Far East is certainly a leader in attracting investments for the development of economy, so today the TOSED in Primorye has real matter. And the business community can actively participate because of this can be developed and territories and business. This is an important lever that today can significantly alter the development of the territory and the particular business«.

Nina Polichka, expert of the Public Chamber of the Russian Federation:

«Power creates rules for business and monitors the implementation of these rules. If these rules you do not like, if they do not contribute to development of the industry to which your business belongs to, now you have the right to initiate the process of changing them. To do this, there are enough possibilities: Public Chamber of regions and municipalities, public councils. If you have questions to the government today to resolve them there are lots of ways of making«.
